John Dulmer

John Dulmer III, AICP Planning and Zoning Director, brings experience in commercial development projects, feasibility studies and zoning and annexation to Bonita Springs.

John has been involved with projects such as Bonita Springs Utilities, the City of Bonita Springs Comprehensive Plan, a 250,000-square-foot commercial development in Estero and the Galleria at the Forum in Fort Myers. He previously served as senior planner at Johnson Engineering, where he was involved in the creation of future land use districts and amending the designation of existing districts in Lee, Charlotte, Hendry and Glades counties. He holds a Masters in Public Administration from the University of Memphis. He is a member of the American Institute of Certified Planners and the Lee County Land Development Code Advisory Committee.

Jennifer Duffala Hagen

Jennifer Duffala Hagen, LEED AP is a member of the United States Green Building Coalition Florida Gulf Coast Chapter.

Prior to joining Bonita Springs, Jenn has worked as a Planner in both the public and private sector. Her experience includes planning and design of land development projects, preparation and presentation of applications for comprehensive plan amendments and rezoning applications, attendance at and participation in public hearings, as well as compiling and analyzing data and writing technical reports and correspondence. 
 
Jenn reviews comprehensive plan amendments; zoning petitions; residential and commercial building permit applications and commercial use permits. Jenn’s specialization includes sustainability, green building and LEED requirements.

Jacqueline Toemmes Genson, AICP

Jacqueline Toemmes Genson, AICP, is a member of the American Institute of Certified Planners.

Prior to joining Bonita Springs, her experience included serving as a Project Planner with a local planning and engineering firm in southwest, Florida. Her experience included the preparation of land use entitlement documents, including but not limited to, comprehensive planning policies, land development regulations, site feasibility studies, and the preparation of land use petitions for several planning projects throughout the state of Florida. She was a member of the task force created to form the Collier County Housing Stimulus Program, a comprehensive program designed to address long-term housing needs. She holds a Masters in Public Administration and a Graduate Certificate in Urban and Regional Planning from the University of Central Florida. 

Jacqueline reviews comprehensive plan amendments; zoning petitions; building permits applications for signs; and conducts impact fee assessments.  She is a member and Public Relations Chair for the Promised Lands Section of the American Planning Association Florida Chapter.

David Ortiz

PlanningTechnician with 28 years of Public Service experience.

David worked with Lee County Community Development as a Zoning Permit Representative for 7 years.  Started at the Front Zoning Counter and was promoted by the Building Official to residential and commercial zoning plan review.  David also has 20 years of Law Enforcement experience (retired); in addition to English, he speaks Spanish and Italian.

Michael Kirby

Michael is an Environmental Specialist, and has 10 years of experience in a government regulatory capacity and seven years of environmental inspection, compliance and mitigation experience.

He has performed water quality sampling on surface water, stormwater and groundwater, as well as inspections for wastewater treatment plants, hazardous wastes, siltation and soil erosion, tree removal, water retention areas, and for endangered and exotic species. Michael is a graduate of Florida Institute of Technology and holds a degree in Environmental Technology/Aquaculture.

Stuart Smith, P.E.

Stuart Smith, Development Review Engineer has 30 years of design and construction experience in the public and private sectors.  Stuart is very familiar with intergovernmental permitting and construction code compliance.

His land development experience includes design of residential and commercial projects, permit processing and construction management.  Stuart’s experience includes roadway, bridge, storm drainage, and water and sewer design, as well as construction inspection of various large construction projects in South Florida. He is a Registered Professional Engineer in Florida and a resident of Bonita Springs.

Gerald W. Reed, PSM

Mr. Reed, Community Development Surveyor is a Licensed Professional in 4 States including Florida.  He has over 30 years of Survey experience with the major portion having been spent in Housing and Recreational Facility Development.

Gerald Reed has kept abreast during his entire career of all technological advances in the Survey Profession. Although there is pride in being able to operate on the cutting edge of science and invention, Mr. Reed considers it far more important to have a firm grasp on the balance and understanding of local, state and federal laws with the needs of the community and the ability of The City to meet them.  This translates to our citizenry as quality care and attention to each and every request from the Bonita Springs Community-at-Large.

Peter Haigis

Peter Haigis, Building Official, is a licensed Building Official, Inspector and Plans Examiner with nine years of experience in the building code industry.

He has been in Southwest Florida since 1978 associated with the construction industry as a General Contractor and Real Estate Broker before entering the Building Code Profession in 2001.

Amber Chesley

Permit Technician with 10 years of Construction experience.

Amber has worked in Lee County, Collier County and Southern Mississippi as a Construction Project Manager for 10 years.  She did mostly residential projects and has built everything from modular homes to multi-million dollar homes.

Leslie C. Dowdal

Leslie C. Dowdal, is a licensed, Plumbing, Gas, Mechanical Inspector, and Plans Examiner with over twenty years of experience serving Lee County.

Les is a licensed plumbing contractor, and past president of the Florida Association of Plumbing, Gas, Mechanical Inspectors (FAPGMI).  He is also an instructor for the Building Officials Association (BOAF), ICC International Code Congress (ICC), Contractors Exam School (CES), FAPGMI, and Apprenticeship School.
Les was a Technical Advisory Committee (TAC) member for the State of Florida for five years on the Plumbing, Pool and Gas codes committees. He has been a voting member for international code changes, has many years of plumbing design experience, and receives many calls form all over the country for code interruptions.
Les has lived in the city of Bonita Springs for over thirty years has raised two children, has been married for twenty eight years and has had family in Bonita Springs for seventy years.

Steve Streder

Steve Streder, Building Inspector, is a licensed Building Inspector and Plans Examiner with five years of experience serving in areas of Lee County.

Steve has over 20 years in the building inspection and construction industry. Steve was a owner of a Private Inspection Provider Company in Illinois since 1992. He was contracted to perform both residential and commercial inspections for buyers, contracted by municipalities, and clients of contractors for representation in the construction process. Before his assignment here in Bonita Springs, Steve was Lead Structural Supervising Inspector and Permitting Supervisor at the City of Cape Coral.  Steve holds a number of Florida certifications and licenses.

Joe Specht

Building Inspector with 40 years experience in the construction industry.

Joe has worked in the construction industry for 40 years, 17 of which has been in the codes profession in the public sector. He is a Florida licensed Building Code Administrator, Commercial and Residential Plans Examiner and Inspector. Joe is also certified by the International Code Council as a Certified Building Official, Commercial and Residential Plans Examiner and Inspector. Prior to the codes profession, he was self employed and licensed in Virginia as a Home Improvement and Fire Restoration Contractor.
