Meet the Staff
Beverly Tew, AICP
Community Development Director
Beverly Tew, Bonita Springs’ Community Development Director, has 25 years of
experience in public- and private-sector planning and community development
throughout Florida and the Southeastern U.S. She has an extensive understanding of
private land development, site planning, entitlement, and overall program
management of multi-disciplinary services. She also has an extensive understanding
of master planning, including a comprehensive and diverse background in site
evaluation and yield analysis; opportunities and constraints assessment; site
planning and design; short- and long-range comprehensive and community planning;
neighborhood and community revitalization planning and programming; creation
of land development regulations; and community redevelopment agency planning,
programming, and implementation. Prior to joining Bonita Springs, Beverly’s
work with CH2M HILL included land use planning for the Palm Beach County.
Prior to joining CH2M HILL, she was involved in a variety of municipal
planning projects throughout the state,including planning work for Polk,
Hardee and Desoto counties; the Hillsborough City-County Planning Commission;
the cities of Miramar and Winter Haven; and theTown of Hillcrest Heights.
The Florida chapter of the American Planning Association recognized her
work with 2000 awards for the Florence Villa and downtown Winter Haven
revitalization master plans. With her thorough understanding of law governing
growth and development issues, Beverly has served as an expert witness in courts
of law. She holds an M.P.A. in Urban and Regional Planning from the University
of South Florida and is a member of the American Institute of Certified Planners,
the Florida Chapter of the American Planning Association, the Florida Redevelopment
Association and the Urban Land Institute.
John Dulmer III, AICP
Planning and Zoning Manager
John Dulmer brings experience in commercial development projects, feasibility
studies and zoning and annexation to Bonita Springs. John has been involved with
projects such as Bonita Springs Utilities, the City of Bonita Springs Comprehensive
Plan, a 250,000-square-foot commercial development in Estero an the Galleria at the
Forum in Fort Myers. He previously served as senior planner at Johnson Engineering,
where he was involved in the creation of future land use districts and amending the
designation of existing districts in Lee, Charlotte, Hendry and Glades counties.
He holds a Masters in Public Administration from the University of Memphis. He is a
member of the American Institute of Certified Planners and the Lee County Land
Development Code Advisory Committee.
Jennifer Duffala Hagen
Planner II
Jennifer Hagan has over nine years of experience as a Community Planner. Prior to
joining Bonita Springs, she worked as a Planner II for Johnson Engineering, assisting
in the planning and design of land development projects. As a Planner and GIS
Specialist for the Hillsborough County City-County Planning Commission in Tampa,
she provided computer mapping and analysis for comprehensive community planning
projects using GIS data. Jennifer also worked as a Neighborhood Relations
Specialist for the Lee County Department of Human Services. She holds a
Masters Degree in Environmental Education from Lesley University.
Peter Haigis
Building Inspector
Peter Haigis is a licensed Building Inspector and Plans Examiner with over six years
of experience serving Lee County. His construction experience also includes more
than 10 years in the private-sector contracting and supervising the construction of
single-family custom homes, and multi-family and commercial projects. Pete holds a
number of Florida certifications and licenses.
Mark Keohane
Deputy Building Official
Mark compiled more than 11 years of experience in the construction industry before
becoming a building code official. He has 10 years of building code enforcement
experiencewith local governments including Collier and Lee Counties, Marco
Island and Sanibel. He assisted with the inspections and rebuilding efforts
on Sanibel Island after Hurricane Charlie in August 2004, leading damage
assessment and disaster aid efforts. Mark holds a number of Florida certifications
and licenses.
Michael Kirby
Environmental Specialist
Michael Kirby has 10 years of experience in a government regulatory capacity
and seven years of environmental inspection, compliance and mitigation experience.
He has performed water quality sampling on surface water, stormwater and
groundwater, as well as inspections for wastewater treatment plants, hazardous
wastes siltation and soil erosion, tree removal, water retention areas,
and endangered and exoticspecies. Michael is a graduate of the Florida
Institute of Technology and holds a degree in Environmental Technology/Aquaculture.
Jim McGuinness III
Building Official
Jim McGuinness is a licensed Florida Building Code Administrator and ICC
Certified Building Official with more than 30 years experience in the
construction and building science industries spanning large commercial,
structural steel, industrial and multi-family projects. His experience
includes 10 years of public-sector service in Building Code Administration.
Jim holds a number of Florida certifications and licenses.
Stuart Smith, P.E.
Plans Development Engineer
Stuart Smith has more than 30 years of design and construction management
experience in the public and private sectors. His land development experience
includes design of residential and commercial properties, permit processing
and construction management. Stuart has done roadway, bridge, storm drainage,
and water and sewer design, as well as construction engineering and inspection
of various large construction projects in Southeast Florida. He is a Registered
Professional Engineer in Florida and a member of the American Society of Civil
Engineers. He is a resident of Bonita Springs.
Jacqueline Toemmes
Planner II
Jacqueline Toemmes is a certified Urban and Regional Planning professional.
Prior to joining Bonita Springs, her experience includes serving on a task
force created to form the Collier County Housing Stimulus Program, a
comprehensive program designed to address long-term housing needs. Jackie
also was involved in the rezoning of an 85-acre parcel from Agriculture 2
and Commercial Marina to Mixed Use Planned Development where her
responsibilities encompassed the application filing for the Lee County
Housing Density Bonus Program. She holds a Masters in Public Administration
from the University of Central Florida.
